Is every VPN IP blocked?

Many VPN operators run exit servers on cloud or hosted infrastructure. VPN and datacenter labels can therefore both describe the same IP from different angles.

Can one bad user damage an exit IP’s reputation?

Yes. When many users share an exit, reported abuse from one user can affect how the public IP is viewed until reputation data is updated.

Is a dedicated VPN IP always better?

No. Dedicated use may reduce sharing, but the address can still be hosted, previously abused, misclassified, or unsuitable for a particular platform.

Why do providers disagree about VPN detection?

Providers use different data sources, definitions, and refresh schedules. One may identify a known exit while another sees only its hosting network.

Does a VPN change my IP reputation?
